Nowadays, cache will be used on almost everywhere of Gitea and it cannot
be disabled, otherwise some features will become unaviable.
Then I think we can just remove the option for cache enable. That means
cache cannot be disabled.
But of course, we can still use cache configuration to set how should
Gitea use the cache.
This PR replaces all string refName as a type `git.RefName` to make the
code more maintainable.

It also fixed a bug that tags are not sync because `git remote --prune
origin` will not remove local tags if remote removed.
We in fact should use `git fetch --prune --tags origin` but not `git
remote update origin` to do the sync.

The LastCommitCache code is a little complex and there is unnecessary
duplication between the gogit and nogogit variants.
This PR adds the LastCommitCache as a field to the git.Repository and
pre-creates it in the ReferencesGit helpers etc. There has been some
simplification and unification of the variant code.
