Since `modules/context` has to depend on `models` and many other
packages, it should be moved from `modules/context` to
`services/context` according to design principles. There is no logic
code change on this PR, only move packages.
- Move `code.gitea.io/gitea/modules/context` to
`code.gitea.io/gitea/services/context`
- Move `code.gitea.io/gitea/modules/contexttest` to
`code.gitea.io/gitea/services/contexttest` because of depending on
context
- Move `code.gitea.io/gitea/modules/upload` to
`code.gitea.io/gitea/services/context/upload` because of depending on
context
Change all license headers to comply with REUSE specification.

This PR continues the work in #17125 by progressively ensuring that git
commands run within the request context.
This now means that the if there is a git repo already open in the context it will be used instead of reopening it.

This PR fixes#7598 by providing a configurable way of signing commits across the Gitea instance. Per repository configurability and import/generation of trusted secure keys is not provided by this PR - from a security PoV that's probably impossible to do properly. Similarly web-signing, that is asking the user to sign something, is not implemented - this could be done at a later stage however.

I have decided that adjusting the docker to create a default gpg key is not the correct thing to do and therefore have not implemented this.
